CONTEXT MSF operations in East Africa have been increasing significantly in recent years in relation with major conflicts in Somalia, Ethiopia, Sudan, and South Sudan that generated enormous medical needs in war-torn areas and with displaced populations in neighboring countries.
The volume of current emergencies in the region requires a permanent flow of highly skilled, well-trained, and readily available personnel.
External recruitment is necessary to fill most urgent gaps, but investment in internal resources is also essential to address middle and long-term HR needs and secure our capacity to both manage current projects and continue deploying new operations.
In addition, this high volume of activity creates a window of opportunity for talent management.
Some experienced staff expressed interest in contributing to MSF operations outside their regular projects in different capacities.

MISSION The main objective is to promote the career development and mobility of locally hired staff from Cell 5 mission.
The career and Internal Mobility Manager is in charge of supporting MSF locally hired staff interested in detachments that could be deployed to MSF field of operations regionally and globally in order to respond to immediate operational needs and to train future coordinators in the region.
S/he will accompany individuals and field teams in identifying suitable candidates and opportunities for detachment.
In addition, s/he will help define training plans for individuals and MSF missions to provide the skills necessary for the preparation of selected candidates.
The Career and Internal Mobility Manager reports to Nairobi – Cell 5 – HR advisor, S/he will be supported by the HR Advisor during the initial phase on implementation of career OCBA management policies, and guidelines and ensure their coherent implementation in the Cell 5 mission.
Functionally s/he reports to the learning Unit in Barcelona to contribute to the L&D strategy and follow up on the portfolio of Cell5.
In addition to that he will work closely with the Pool Management team focal point and the career management Unit.
This setup will be reassessed at the end of the 12 months considering the mission achievements and the mission setup currently under construction.
Position-based, preferably in Nairobi, with more frequent visits to cell 5 missions.
The geographical area covered by the position.
Sudan – South Sudan- Somalia -Ethiopia – Nigeria   ACTIVITIES Planning Scan environment, review strategic plan of HR and LD, speak with stakeholders, and outline periodical cell-level carrier management and internal mobility plan.
Supporting missions to craft successful carrier and mobility plans during the yearly planning season.
Liaise with the Learning Unit in Barcelona in maintaining harmony between the global L&D plan and field carrier and mobility implementation.
Liaise with LHS focal point of Pool & career management of OCBA to align general strategies, actions, initiatives, etc.
Liaise with both MST.
Recruitment and Career Management for to follow the field.
Identification of Candidates Together with the mission team support Identify committed national staff willing to be deployed to other projects/missions in the region and outside.
Determine criteria for the creation of a roster of reservists in key sectors/profiles for MSF operations in collaboration with HR Co of each mission.
Propose different tracks based on MSF needs and staff interests.

Select high-potential candidates for tailored multi-year career paths aimed at creating a ‘talent pool’ of future coordinators.
Establish and manage an internal mobility database for the region that is in sync with the records in the missions.
Help field teams design ‘backup’ plans to replace detached personnel.
Detachment Policy/ Guidelines Lead the reflection on the regional positions mobility policy within the Cell and adapt global mobility policy to the cell context and demands.
Support LHS assume/take up key/management positions of when appropriate for access or security reasons (with mobility constraints when applicable).
Ensure implementation of detachment policy.
Brief Coordination Teams on the detachment policy and ensure efficient collaboration and adequate sharing of information (availability, evaluation form, skills…) Present the candidate interested in detachment to the PM LHS focal point to ensure his/her registration in SAP as part of the global workforce.
Career Path Development and Follow-Up Be a focal point in consulting HR Staff in the field of carrier management and internal mobility.
Accompany staff in the definition of their career projects, based on professional interest and availability for detachments and training.
Propose action plans to develop career paths according to the needs of MSF operations in the region and globally.
Assess the training needs of selected candidates.
Conduct and organize briefings and debriefings of detached staff.
For LHS interested in coordination positions ensure the link with PM and the coherence in the career path of the candidates (requirements and validations).
For field LHS interested in detachments ensure the technical validation following the technical test available in OOKis (site in definition).
Matching Registering staff validated/identified to do detachment in SAP which shall give visibility/access for every actor (i.
., Pool & career manager, administration team, travel team, etc.) Follow up on the implementation of the OCBA detachment flowchart.
L&D Advise pool members/Missions regarding any training opportunities – internal and external in accordance with staff career objectives.
Support field teams with the development of their mission L&D plans Organize induction sessions about carrier and mobility functions in MSF.
Tools and Reporting Ensure the list of staff to be detached is updated with validated profiles and correctly encoded in Homere and SAP Manage administrative follow-up of career paths.
Provide cell with Quarterly activity reports.
Up on request, participate in Pool Managers and HR advisor meetings.
Direct Support to Operations Help cover when needed by the mission or cell.
Provide temporary field support when needed, sessions training sessions, mainly welcome to MSF induction program.
SELECTION CRITERIA Degree in relevant fields of HR, L&D, Management, and organizational development Previous experience with MSF as HR Coordinator.
Frequent travel (more than 50% of the time) between the missions, Nairobi – Barcelona Ability to listen and conduct interviews.
Proactivity and creativity Diplomatic, good communication skills Organized, flexible, and autonomous.
Fluent in English; fluency or working knowledge in Arabic is a great asset.
CONDITIONS Position based in Nairobi Temporary contract up to the end of the year with possibilities to extend Full time work.
Annual gross salary equal to level 8 EA Office- € gross/annual + secondary benefits according on East Africa Office compensation package Starting date.
