GENERAL CONTEXT Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.
GENERAL OBJECTIVE Ensure an appropriate management of the lifecycle of MSF OCBA IT Workplace and Communications infrastructures, including design, implementation, maintenance and monitoring, participating as well in projects, guiding the teams under his/her responsibility (internal/external) that are directly in charge of the corresponding technical tasks, and advising other teams as necessary in infrastructure related questions and setups.
Coordinate the operation of OCBA IT systems and communications infrastructures and base applications linked to the IT workplace management, user and access management, licensing management, voice communication, videoconference solutions, among others, as well as tasks related to infrastructure security operation for those areas of work.
Work in collaboration with other Projects & IT Office team coordinators and MSF global teams to ensure OCBA technology & digital solutions function effectively based on the needs of the users and the organization.
The technology area that will be coordinated by the IT Workplace and Communications Infrastructure Manager will be focused on Active Directory soft management & access management (users, permissions, groups, synchro & alignment Azure/OnPremise), Microsoft and other business and non-business application user licensing, user device management (laptops, mobile/tablets), user Operating System and base software, voice communication solutions (mobile and landline phone, Voip), videoconference solution (hardware, software and evolution), although it might dynamically change based on organizational needs, workload, or efficiency considerations.
The IT Workplace and Communications Infrastructure Manager will work within the Projects & IT Office team, and s/he will be functionally and hierarchically accountable to the Head of Infrastructure & Service Desk   MAIN FUNCTIONS, RESPONSIBILITIES AND TASKS Coordinate and support the implementation, maintenance and monitoring of physical and cloud infrastructure of IT systems under his/her responsibility, ensuring they function effectively and with a necessary level of quality.
Coordinate transversal and HQ IT infrastructure maintenance and monitoring tasks, as well as system administration activities, ensuring a reliable and effective operation of the MSF OCBA technology portfolio under his/her responsibility.
Manage and ensure the implementation and continuous delivery of identity management and IT security operations activities, tools, as well as continuity plans, monitoring their effectiveness as per the defined criteria, and following the strategies, processes and procedures established by the Information Security Unit.
Ensure the appropriate provision, maintenance and monitoring of OCBA cloud infrastructures (SaaS) under his/her responsibility.
Coordinate the delivery of partners providing outsourced services and activities in the infrastructure area under his/her responsibility.
Manage and ensure the provision of relevant trainings of the IT Workplace and Communications infrastructure area.
Support the Head of Infrastructure & Service Desk in the coordination with MSF Shared IT Services (SITS) for the tactical delivery services, related to IT Workplace and Communication infrastructure and operation, provided from SITS for OCBA, proactively working as well on a proper alignment between global MSF infrastructure & operation delivery practices and OCBA ones.
Work with other Projects & IT Office teams to ensure services are coordinated at tactical and technical level, advising teams and cooperating in tasks under his/her responsibility to ensure the different solutions work properly and adapted to user needs.
Perform briefings to other Projects & IT Office teams on changes or deployments that may affect them.
Coordinate relevant HQ and Field support activities related to OCBA IT Workplace and Communications infrastructure and its operation (levels 2/3/4) Monitor the problem management database, in close collaboration with the Service Desk Manager and other managers within the Projects & IT Office, for relevant aspects related to IT Workplace and Communication Infrastructure (levels 2, 3, 4), ensuring as well a proper follow up and timely resolution of problems.
Work with the Service Desk Manager in the coordination of support activities, as well as in the provision of preventive analysis and post-delivery support and monitoring for end-users, specifically for needs related to support levels 2, 3 and 4, in order to ensure a high level of satisfaction.
Provide users with solutions related to the area with a proactive approach that responds to their needs in the best possible way.
Support the procurement process of IT software and hardware related to IT Workplace and Communication infrastructure area, ensuring that technical requirements and deadlines are met.
Provide the status of work in progress and/or issues related to the Head of Infrastructure and Service Desk, working with key metrics, KPIs and trends, in the context of OCBA IT Workplace and Communication infrastructure.
Facilitate and coordinate the implementation of new or enhanced IT Workplace and Communication infrastructures and platforms (cloud or on premise) under his/her responsibility, ensuring and supporting as well their correct operation, maintenance and monitoring.
Participate in digital and IT projects, contributing to the definition of requirements and solution designs and identifying specific needs related to IT Workplace and Communication infrastructure and operation, cooperating and/or coordinating as well the necessary tasks for their technical implementation and deployment.
Design and manage the delivery and deployment of tools and systems in the area of IT Workplace and Communication Infrastructure and its operation.
Coordinate and ensure, with internal teams and/or external partners, an appropriate execution of the different activities, technical support, maintenance and change management in the context of different projects of the IT Workplace and Communication infrastructure area, according to the guidance of the Head of Infrastructure & Service Desk and MSF OCBA relevant procedures.
Support the Head of Infrastructure and Service Desk in joint processes with other Projects & IT Office teams for the definition and selection of technology solutions that best suit OCBA needs.
Support the Head of Infrastructure & Service Desk in the definition and implementation of the policies, procedures, processes and standards needed to manage the implementation and lifecycle of IT Workplace and Communication infrastructures in MSF OCBA.
Organize, document, and proactively maintain knowledge related to MSF OCBA IT infrastructures under his/her responsibility, including policies, procedures, standards, best practices, etc.
SELECTION CRITERIA Academic Background.
Bachelor Degree in Computer Science, Information systems Management, Engineering or related fields.
Extensive experience (7 years) in this area of IT competences may be accepted in lieu of Advanced Degree.
Oriented to the service provision and management Knowledge of ITIL or similar service management practices Experience in IT Operations, Infrastructure Management and Communications Architecture Experience in Service Level Agreement and Services Portfolio Management Experience in managing technology providers including development of partnerships, negotiation of technology contracts, monitoring service delivery, and addressing vendor performance issues Experience in Quality Management is an asset Field experience in humanitarian projects with MSF or other organizations is an asset Experience in working for a diverse, non-technical, geographically dispersed organization Fluency in English and Spanish required.
TECHNICAL KNOWLEDGE Good command of Microsoft workplace environment (Microsoft Windows OS, Project, Visio, Office 365 (inc.
Teams, Sharepoint, etc.) Knowledge about IT infrastructure architecture for key applications linked to digital workplace and communication such as.
Microsoft environment.
Active Directory, Entra ID (former Azure AD) including Microsoft Intune as MDM and self-service deployment tool, Microsoft Operating systems, Office 365 suite, Sharepoint, Teams.
Videoconference and voice over IP solutions for decentralized environments.
Collaboration platforms for multi-region teams.
Experience in device lifecycle management for computers and mobile devices.
Knowledge of main IT Security frameworks.
Enterprise Architecture Knowledge is an asset.
Knowledge of Telecommunications is an asset.
Experience in Service Management definition.
Knowledge of service management solutions.
Desirable knowledge of best practices frameworks and standard methodologies.
ITIL, COBIT, SCRUM, Agile, PRINCE2, LeanIT.

HQ-4A level - € (divided into 12 monthly payments) + secondary benefits based on MSF OCBA Reward Policy.
