GENERAL CONTEXT  Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.
JOB GENERAL OBJECTIVE AND CONTEXT  The Finance Coordinator of the Emergency Unit is part of a team composed of around 20 people of MSF OCBA “Emergency Team”, or emergency pool.
A typical intervention is composed of an Emergency coordinator, emergency medical/logistic/HR/financial coordinators and medical/logistic/HR/financial technicians.
While in the field, s/he is hierarchically accountable to the Emergency Coordinator.
During the periods that the person is in stand by waiting for a new assignment, s/he is hierarchically accountable to the Fin Responsible of the Emergency Unit (FINOUE)  S/he will be responsible of defining, coordinating and monitoring the implementation and management of finance strategies, policies, internal control and all financial administrative and legal issues in the emergency intervention, in line with the context and operational challenges and MSF protocols, standards and procedures, in order to provide accurate, transparent, timely and reliable financial information to the organization and third parties on the allocation of resources.
RESPONSIBILITIES AND MAIN TASKS  Emergency Interventions As an active member of the CMT, participating in the definition of the emergency intervention objectives and strategies in collaboration with the CMT, planning, implementing and monitoring the financial operational and budget needs, anticipating changes and challenges and planning accordingly, in order to ensure budgets are relevant and appropriate Defining the financial strategy for the emergency intervention together with the Emergency Coordinator, assessing and mitigating the financial risks and ensuring the implementation of a relevant intervention organizational set up and a reliable internal control system, in order to meet all financial obligations while keeping financial ethics respected at all times.
Ensuring proper implementation and respect of MSF policies and guidelines, ensuring they are aligned with legal requirements and within the national legal framework, and designing or adapting relevant local policies, procedures and tools for optimized management of the intervention's financial resources Coordinating and ensuring the efficient management of the treasury including the whole accounting of the intervention, in order to ensure the smooth running of operations at all times and maintaining as much control as possible on security risks.
This includes among other things, defining minimum levels of cash, anticipating planned expenditures, managing local bank accounts and transfer of funds, managing contacts with banks and/or other financial institutions at field level, and monitoring the payment of suppliers and staff salaries.
Providing regular and adequate indicators to monitor the financial health of the emergency response and providing relevant cost analysis, regularly monitoring of expenses vs budget, analysing variances and suggesting corrective actions when needed.
Sensitizing key executive staff such as coordinators, budget holders and relevant management on financial risks and the extent of their financial responsibilities Being responsible for the management, supervision and development of the finance team, including coaching, training, motivating and ensuring their capability, detecting potential conflicts and finding solutions when necessary.
Coordinating and overseeing the monthly and yearly closing of accounts with the aim that the statement reflects the financial reality of the mission.
Ensuring the proper application of HR policies and associated processes (recruitment, training, briefing/debriefing, evaluation, potential, detection, staff's development and internal communication) in order to ensure both the sizing and the amount of knowledge required for the finance activities In collaboration with the technical referent at HQ, managing the funding agreements with donors e.
.
coordinating and preparing proposals and financial reports to donors and managing donor contracts Standby periods (while waiting for new assignment) Strategies, tools and dossiers.
Participates in developing of new finance strategies and tools related to improvement of the response and quality of the financial part of the interventions  Works on dossiers, trainings and other tasks delegated by the EU, FINOUE or FINOP SELECTION CRITERIA Education and experience   Degree in Economics, Business Administration or similar.
MSF experience of minimum 12 months or 3 missions as Financial Coordinator.
preferably in emergencies or varied contexts.
Experience in financial management with other humanitarian organisations will be taken into consideration.
Fluent (master as working language) in English and at least one of the following languages.
French andSpanish Essential computer literacy (Excel, Word, ERP and internet).
Knowledge of MSF OCBA finance tools is a plus (FFC, SAP, N’Justy) Having followed MSF courses will be considered a plus (especially thoserelated to finance and emergency response) CONDITIONS  Based in the field during interventions.
