Hse specialist

Job Scope:
- responsible for all Asset X - Petromar ONSHORE & OFFSHORE facilities (7 offshore platforms, 1 oil and gas processing plant and Headquarters location) in terms of resilience (firefighting, natural disasters, acts of terrorism and sabotage, social and political context, environmental conditions or impact, fire defense and civil protection) with the scope of ensuring the full and proper functionality at all times, while being fully compliant with the Romanian and International legislation/stipulations and the internal company standards.
- the point of contact for the resilience activity in Asset X – Petromar (emergency response, crisis matters, Asset’s people training, authority reporting and inspections).
- ensures internal and external communications and reporting, regarding the resilience activity.
- ensures full alignment of the activity with HSSE strategy and operational strategy of OMV Petrom.

Main responsibilities, activity and people coordination:
- accountable for resilience activity of all Safety Officers within Asset X – Petromar.
- accountable for identification of specific training needs for Asset’s personnel including the dedicated ONSHORE & OFFSHORE Safety Officers.
- contact person for Romanian authorities’ inspections within Asset X – Petromar facilities, related to the compliance with legislation, resilience policies, plans, procedures and standards.
- accountable for documentation/reports requested by Romanian authorities and follows up, to solve/improve, the proposed actions or corrective measures indicated during authorities inspections.
- maintains a working relationship with national and regional relevant authorities.
- performs monthly inspections, audits, emergency response drills in all Asset X – Petromar facilities, related to the entire resilience activity, to assess compliance with the specific legislation, internal OMV Petrom procedures and standards and improve employee’s readiness for emergencies situations.
- participates in external (stakeholders) audits to verify compliance with HSE Management System and customer bridging documents as required.
- participates in all levels of emergency response planning and training at all levels of risk analysis ie: Job Safety Analysis (JSA), HAZID, HAZOP, HSSE CASE, Permit to Work (PTW), other Risk Assessments.
- coordinates of the activity of the designated rescue teams in the production facilities.
- participates in incident investigation processes.
- issuing specific work instructions, procedures for firefighting and the emergency plans for Asset X.
- provides inputs and suggestions on service contracts to enable improved HSE performance.
- supports the HSE budget building in competence area.
- maintains, develops and improves the HSE network for sharing/communication of HSE knowledge.

Job Scope:
- accountable for providing primary analysis, software and hardware architecture, development, testing, changing and maintenance activities for information systems within and towards Global Solutions and Business Divisions, having software as main component.
- builds, implements and maintains new IT application services.
- performs changes and improvements of existing IT Application services.
- delivers IT Application services effectively and efficiently.
- fulfills user requests, resolves service failures and defines procedures for it, supports to fix problems.
- carries out routine operational tasks and defines procedures for them.
- supports team for improving department activity, find new solutions in accordance with the team objectives and business requirements.
- ensures the application implementation & support services are done according with GS IT & UA KPI’s.
- supports in, the roll out, and improve the GS IT application’s implementation and support services.

Main responsibilities and activity:
- maintains the connection with Project manager, service manager, business Department Managers, and all IT Service Lines. In this regard requests/obtains/provides specific information for the optimum activity deployment.
- supports the identification of training needs and develops training material for End Users.
- supports the service manager in the activities related to release management.
- supports stakeholder management and communication.
- supports business process / systems reengineering.
- contributes to information Security Management.
- maintains the software assets and configurations for assigned application(s).
- proposes improvements to the applications in area of responsibility.
- respects and maintains the integrity and confidentiality of all data and information during daily operations.
- provides support for activity planning, resource allocation and prioritization for team level activities.
- participates and contributes to assigned projects and initiatives, supports more junior colleagues for respective prioritization and allocation of working packages and problem solving.
- participates in functional workshops, alignments, and data gathering.
- supports the development of processes, work procedures and solutions to optimize department activity.
- provides users with the necessary support to carry out their day-to-day activities in optimal conditions, as well as facilitating their tasks with the help of IT applications and equipment.

Main responsibilities and activity:
- administration of e-mail, internet, databases and web site servers.
- implementation of back-up solutions and maintaining them in proper conditions.
- maintenance of data network security solutions - Anti-Virus & Firewalls.
- directly responsible for the negotiation for fixed and mobile telephony contracts, as well as their implementation and maintenance within the company (telephone exchange, mobile phones maintenance).
- technical support for the sales team on selling IT products.
- preparing IT budgets.
- responsible for IT wise contracts negotiations and acquisitions of IT equipment and products.
- creation of advertising models, in professional software, for marketing department.
- responsible for the regular maintenance and constant verification of the IT infrastructure from hardware and software point of view.
- constant technical assistance for IT system users.
- constant technical support for IT system users on business-specific applications.

Bachelor’s Degree – Naval Electro-mechanical Engineer

Analyst Programmer Assistant Certification and High school Diploma
