INTERDISCIPLINARY COUNSELOR

Summary Serve as a Non-medical Clinical Counselor within, Fleet and Family Support Program (FFSP).
The primary purpose of this position is to provide nonmedical clinical counseling to individuals, couples, families, and groups on family dynamics,parent-child interaction, couples' communication, adjustment to commonly occurring personal and family issues/circumstances, adjustment to military life, and psycho-educational training programs.
Responsibilities MAJOR DUTIES AND RESPONSIBILITIES Receive and assess referrals made by military and civilian agencies for individuals, couples, families, and groups experiencing situational stressors.
Provide direct, short term, solution focused NMC counseling services.
Develop and execute short-term, solution-focused NMC counseling treatment plans.
Assess and triage clients who present risk to harm self or others, and refer to the appropriate, nearest behavioral health provider.
Initiate, develop, and facilitate group treatment programs to address the needs of families, such as marital groups and child and adolescent groups.
Provide critical incident intervention services, when requested.
Draft letters to commands, Navy housing, security, and other departments, as required, regarding case management/progress.
Serve as the installation FAP clinical subject matter expert (SME), consulting installation leadership, medical professionals and the command triad of FAP involved military service/family members regarding clinical needs assessment, determining clinical intervention, and utilizing evidence-based treatment strategies and treatment.
Provide initial and on-going case management services.
Provide non-medical treatment/intervention for individuals, couples, children, families, and groups on matters pertaining to family maltreatment and collaborate with community stakeholders.
Initiate, develop, and facilitate evidence-based group treatment programs to address the needs of families involved in and at risk for family violence.
Continually monitor and collaborate with the FAP Supervisor or FAR on all child sexual abuse cases involving alleged active-duty offenders or family member victims.
Coordinate or deliver FAP training and facilitate education services and ongoing communication to inform active-duty military and their families of the problems of family violence, FAP requirements and the services available to them.
Conduct family violence briefs, workshops, and training for clinical staff, IDC members, base security, NCIS, Child Development Centers, Senior Enlisted Advisors, new commanders, and FAP Command point of contacts, when appropriate.
Participate in developing group treatment curricula by providing session-specific materials and research-based justifications, when appropriate.
Provide after-hour on-call services, as directed or when needed, for emergent family advocacy situations (i.
., domestic abuse, child abuse/neglect or suicide risk related to family violence), including consulting with command/security, evaluating needs, crisis intervention and stabilization, safety planning, information and referral, and victim advocacy.
Receive reports of problematic sexual behaviors in children and youth (PSB-CY) from military and civilian representatives and take appropriate action per FAP PSB-CY requirements.
Provide or coordinate clinical services access with other FAP providers or with community clinical providers for exhibiting children, youth, and their families, including psychoeducational support, assessment, and clinical intervention.
Coordinate with healthcare providers on safety and supervision planning for children and families affected by problematic sexual behaviors.
Serve as the designated case manager and primary FAP point of contact for PSB-CY cases.
Promote public awareness, prevention, early identification, and appropriate resources and referral information for PSB-CY through training, coordinated public awareness campaigns, distributed information, community activities, or unit briefings.
Coordinate with military offices (BUMED, chaplains, CYP, DoDEA), community services, and specialized community clinical providers on providing accessible and tailored services to meet the unique needs (e.
., cultural development) of children and families, including trauma-informed, evidence-based, and developmentally appropriate assessments and clinical response plans for exhibiting children or youth.
Liaison with cities, counties, states, federal, non-government agencies, and military agencies and commands to enhance FAP prevention and response affecting the military community.
Represent the Navy at community liaison meetings, educating on domestic violence risk/protective factors, collaborating on coordinating services for military members and their families, and engaging in community family violence prevention and awareness activities to establish or strengthen relationships with other agencies serving the target population.
Requirements Conditions of Employment Qualifications Knowledge of the military lifestyle that furnished the employee with an understanding of the specific demands of military lifestyles, such as frequent separations, and high stress working environments that have an extensive impact on individuals and their families.
Manages assigned cases, consulting with the Region Quality Assurance (QA) personnel or Supervisor where the case is highly complex or presents with special issues.
Ability to present sensitive, at times controversial, information to groups of people in a clear, concise manner.

Ability to modify programs to meet the ever changing needs of the active duty military community.
Ability to recognize, identify and assess mental disorders per the Diagnostic and Statistical Manual.
Understanding of, and ability to, apply various counseling approaches such as behavior modification, client-centered, rational-emotive, family systems, brief solution-focused, and cognitive behavioral therapies.
Knowledge of dynamics and diagnostic skills necessary for family violence identification, risk assessment, and safety planning.
Knowledge of family violence treatment principles for victims and offenders.
Knowledge of group dynamics.
Knowledge in the areas of family systems particularly as it relates to patterns of abusive behavior and abuse response, substance abuse, human behavior, human sexuality, attention deficit disorder, and juvenile delinquency.
Ability to recognize and define personal and social problems, to independently reach accurate conclusions, and to provide appropriate solutions.
Ability to effectively interview, and clinically respond to the needs of clients including assessing suicidality, homicidality and substance abuse.
Ability to communicate orally to interview alleged offenders and victims; to maintain cooperative and professional relationships with law enforcement, Child Protective Services, medical treatment facilities, and senior personnel from commands of offenders and victims; function as a member of interdisciplinary teams and participate in case discussions regarding assessment; make presentations; and to exercise strong facilitation skills for individual and group counseling.
Ability to communicate orally and/or in writing to develop and prepare case management memos, correspondence, and reports; to document initial assessments, treatment plans, case notes and other FAP, SAIL and clinical documents in FFSMIS; to develop lesson plans for briefing and classroom presentations.
Ability to present to large groups or people, in a variety of settings, on installations, in the community and aboard navy vessels as appropriate/required.
Knowledge and ability to use a computer from home/teleworking and a variety of software programs to develop multi-media and virtual presentations and to facilitate work assignments.
Education Successful candidates for this position shall meet qualifications as outlined below.

Territory certification that provides legal authority to provide clinical services as an independent practitioner.
Licensed Professional Counseling, Marriage and Family Therapy, Clinical Social Work, Clinical Psychology, or Counseling Psychology.

Territory licensing or certification requirements include a written examination, candidates must have achieved a passing score on that examination.
Possess at least a master's or doctoral degree in one of the following disciplines.
Marriage and Family Therapy from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education (COAMFTE) or an equivalent degree.
Social Work from a school accredited by the Council on Social Work Education (CSWE) or an equivalent degree.
Doctoral degree in clinical or counseling psychology from an American Psychological Association (APA) accredited university or professional school and a 1-year APA accredited clinical internship.
Master's degree from a program accredited by the Council for Accreditation of Counseling and Related Education Programs or an equivalent degree.
Have engaged in 2 years full-time, post-Masters supervised clinical experience.
2 years of specialized experience in domestic abuse and child abuse counseling or treatment.
