CONTEXT OF POST MSF-OCBA is continuously adapting processes and tools to improve efficiency, quality of data and enhance medical context analysis.
In the framework of the MSF-OCBA Executive Plan, the organization requires the efficient management of health information systems and applications in order to improve the access and use of medical data for the teams, both in the field and in the headquarters.
These capacities will support decision-making and improve the quality of the field operations.
PLACEMENT WITHIN THE ORGANISATIONAL CHART The eHealth Epidemiology Advisor will work within the Medical Department.
S/he will be hierarchically accountable to a Head of Unit and will lead a team of 2 or more eHealth Medical Officers (eHMOs).
In addition to this hierarchical reporting line, s/he will work in close coordination and collaboration with eHealth Manager in Apps4Ops Unit.
In order to support and enhance medical data collection and eHealth systems, and provide an easy access to reliable medical data for reporting and analysis, the eHealth Epidemiology Advisor will work closely with.
Medical referents of the Medical Department, Head of Units at the Medical Department, TESACOS (Operational Cell-based Health Advisors) or other Department Referents and field staff when necessary, for health data related issues surrounding the implementation and maintenance of health information systems, data collection and data analysis and/ in providing technical support related to transversal or common/transversal areas or topics (i.
.
Participates on request from other Referents on guideline elaboration and/or tools).
The Apps4OPS team (including Project Managers, eHealth Manager and technicians) for the data model development and the deployment of solutions, and for the follow-up on progress of the agreed initiatives.
The Epidemiologists of the Medical Department, collaborating for requirements definition, analysis and training of health information systems.
RESPONSIBILITIES AND MAIN TASKS 1.
Epidemiology and Data management Promote the vision of the Medical Department in the field of medical epidemiology data management, data monitoring and data use to improve health service delivery Provide technical expertise to strengthen MSF OCBA’s Health Information System, improve data management and data-driven decision making in MSF OCBA together with eHMOs, by.
Optimising the use of OCBA’s eHealth systems Supporting missions and referents  in their task of managing and analysing data from OCBA’s Health Information Systems and other health data collection systems and to use this in strategic decision making.
Promoting the use of tools, processes and frameworks related to continuous data monitoring to track the progress of MSF OCBA activities and health programs.
Developing data literacy through routine support and trainings Under request, provide tailored analysis on specific medical topics or health events in coordination with the other epidemiologists and medical referents.
Work towards harmonization and standardization of data both at OCBA and MSF level together with eHMOs Ensure appropriate data governance practises are in place in existing tools, including medical data access, extraction to other platforms and sharing to third parties Responsible for medical data security and GDPR compliance through the Medical Department activities in collaboration with the IT Department.
Represents OCBA in the intersectional Data Protection group along with the DPO Undergo the revision of MSF typology and taxonomy with advisors in the medical and operational department in collaboration with Direction of Operations´ Support Manager.
Support Operations Department in the deployment, appropriate use, uptake and data analysis of health information systems and processes related.
Provide technical advice to Operations and Medical Department regarding Health Surveillance Systems through supporting the development, implementation, and maintenance of surveillance tools as well as the definition of effective and relevant data gathering in close collaboration with the assigned Epidemiologist and SME.
Collaborate upon request with the other Epidemiologists advisors and assigned medical referents in vulnerability analysis, epidemic trends and forecast of epidemic-prone diseases.
Build and maintain networks within MSF and with relevant external institutions for collaboration and knowledge exchange regarding e-health systems epidemiology, in collaboration with the Head of Unit in charge of partnerships and networking.
Keep up to date on latest medical data analysis techniques, surveillance and monitoring solutions through training, periodicals, research and development.
Participate, under request, in the Tesacos Platform   2.
Health Information System and ancillary eHealth tools Focal point for the Health Management information System (HMIS) in the Medical Department, and also for Operational Health Advisors and Direction of Operations Represent OCBA in the inter OC HIS group ensuring and leading adequate collaboration with other section’s representatives (mutualisation, exchange knowledge, intersectional objectives and tools) Represent OCBA e-health team in collaboration with Head of Unit assigned and relevant medical referents in mutualisation, update and follow up of Epicentre initiatives ensuring efficient collaboration and maximize resources.
Ensure that the launch and implementation of eHealth solutions covers health -related aspects according to the MSF-OCBA standards.
Support the formulation and execution of technical aspects of the DHIS2, implementation and maintenance.
Work closely with IT towards prioritization and planning of major upgrades.
Evaluate new features and applications available within the DHIS2 platform.
Update health & health-related documentation for eHealth system activities.
Provide medical, epidemiological, and public health expertise related to health information systems to the eHealth Team, according to MSF-validated protocols and medical evidence.
Evaluate and optimize health data models, standards, and information flow processes within eHealth, providing specific advice on the medical, epidemiological and public health aspects.
Support the correct integration of data and processes between eHealth solutions and other relevant departments of MSF.
Analyse the risks involved before modifications in the data models, doing evaluation and prioritization of new requests after submission of the corresponding concept note.
Analyse e-health system performance and detect opportunities for improvement.
Represent OCBA by centralizing MSFeCARE related matters within OCBA and being the link with the program team and lead the e-health team during the transition process.

Field support Advice and coach the field teams/cell on medical data monitoring and data management issues at Field level (like medical and operational dashboards) together with the Officers Conduct field visits/support when needed (including emergencies) including reporting and program assessments related to implementation aspects of eHealth.
Conducts briefings and debriefings of field and HQ staff to discuss and orient them in their main responsibilities with regards to the e-health tools and promote their use.

Research and Training Define OCBA training and adoption strategy for eHealth tools in collaboration with the IT department ensuring its alignment with operational objectives Support or conduct operational research activities related to e-health in close coordination/collaboration with the other epidemiologists, medical referents, and operational health advisors.
Participate and support in the design (as subject matter experts) implementation and evaluation of learning actions related to eHealth both at field and headquarters Manage the production and updating of training material for all major evolutions and new features of the HMIS Develop and trainings for field and HQ staff through internal and intersectional courses that include HMIS system components (example.
MedCo Course, PMR, PPD, etc.) Organize and participate in conferences, congresses, workshops, forums when requested.

Human resources management Lead, support, and coach the eHealth team facilitate in their functioning and decision-making process to ensure that objectives are achieved.
Ensure her/his team members assume their responsibilities and timely implementation of the agreed tasks Review and validate job description of eHealth positions under her/his managerial line, as well as lead the recruitment process in collaboration with the Head of Unit.
Participate, at the request of the HR Department, in the selection of people who are to carry out health information systems related activities in the missions/projects   Other.
Elaborate on an annual report in collaboration with the health system officers   SELECTION CRITERIA Advanced University Degree (Masters level or higher) in Epidemiology and/or advanced University Degree in Medicine and/or Nursing, Public Health or related sciences, with specialization in Epidemiology 2-3 years’ experience in a comparable position using Health Information Systems and Data Analysis Experience in health information acquisition at field level (outbreak investigations, surveillance systems, data management at project / health facility / community level) Knowledge of open source Health Information Systems is desirable, in particular DHIS2 Knowledge of statistical solutions is an asset (EpiInfo, SPSS, Stata, R or the like) Clinical field background with NGO desirable, preferably with MSF Experience in the facilitation of trainings.
Experience in trainer training desirable Languages.
Fluent English and French necessary.
Spanish desirable.
Arabic or Portuguese advantageous.

Willingness to spend up to 30% of time in the field   CONDITIONS Position based in any MSF OCBA Hub (Barcelona, MSF-Spain office delegations, Bogota, Dakar or Nairobi).
Final location will be subject to the employability of the preselected candidate (residency, work permit, etc.).

1 year (interim contract) in full time Annually gross salary.
HQ-4A (divided in 12 monthly payments) plus secondary benefits based on MSF-OCBA Reward Policy.
