Coordinates with relevant buyers or executes him/herself all sourcing activities related to tender or project in order to allow competitive bidding and on-time/on-budget deliveries for projects. Ensure that all QCD commitment are reached and improved for the Project Material work package. Mission Objectives Keep committed QCD performances of the Operations within the project. In full respect of QCD commitments, establish, agree with the PM and implement the Project Sourcing & Industrial Strategy (make or buy, LCC objectives, dual sources...). Based on SSM, buyer, SPQD output, supervises contracts execution of selected suppliers until FAI milestone Manage the Material Work Package, review periodically the QCD material scope (Work packages) with the stakeholders, establish a robust “at completion” vision, taking into account risks, ambitions and uncertainties, establish bridge analysis at each SPR cycle, engage the claim process for the CONQ S2 incidents, establish a retroplanning to allow all stakeholders (PrEM, PM, Sub system managers…) to manage their deliverables.   Measurement   KPI n°1 Q: First Article Inspection on Time KPI n°2 C: Cost reduction vs. Budget KPI n°3 D: Respect of material deliveries on time KPI n°4 Cash: Respect of   Responsibilities: Trough coordination and supervision of:   Definition of the Delivery Strategy and consolidate the most efficient industrial scheme according to the Industrial and Sourcing (Make or Buy) Strategy. Definition of the logistic strategy, (long lead time items, material procurement) as to deliver the products, components, and sub-systems on time, following the industrial planning and optimizing the working capital (inventory, WIP), Ensure FAI are made on time for project development. Manage the customer Factory Acceptance Test (FAT) work plan. Industrial Operations, in charge of the following tasks: drive & supervision of material procurement, products manufacturing and testing, logistic & shipment, as well as respecting EHS regulations, and ensuring continuous improvement (APSYS) Coordinate the implementation of any retrofit plan needed for material part of the industrial work package and assure traceability of the retrofit application,   Trough collaboration and monitoring: Manage Engineering request for specific development (on time delivery and completeness of detailed design, (under PrEM responsibility) for industrial, and ormanufacturing. Ensure that necessary inputs data allowing respect of QCD commitment are consistently and timely made available by other project contributors  (such as PBS/BoM from the PrEM for System & Product Material, from the PrIM for Installation Material, from the PrCOM for Test & Commissioning material including tools & from the RAM & PM for spare parts under the accountability of the PrEM.). Manages the hard inventories, the OTIF customer and the Demerit indicators on his project. Support the warehouse deployment on shore. Requirements Educational Requirements MASTER in engineering, project management, purchasing or equivalent Technical Knowledge / Experience Good knowledge of signalling equipment’s Relevant knowledge or experience of project management is a highly recommended (PMP Certification or 1 year in PM Team) Experience of supplier -, and quality management is an asset. Behavioural and Skills / Competencies Autonomous, organized and hands on mentality. Team player, able to challenge, effective in communication Results oriented Fluent in English is a must, any other language will be considered as an asset.
